Toby Howe brings nearly a decade of experience in state government affairs in both in-state counsel and multi-state consulting roles. He co-founded Elevate State Solutions in 2026, following three successful years with MMR LLC’s multistate practice. Toby advises clients on political and policy strategy across complex, multi-state environments, helping to advance their objectives before governors’ offices, state agencies, and legislative leaders. His experience includes work across healthcare, energy, education, tax and tech policy.

Toby’s previous government and policy experience includes serving as an analyst at Mathematica, where he supported Medicaid data quality and substance use disorder initiatives for the Center for Medicaid and CHIP Services. He began his career as an aide to Senator Patrick Leahy, assisting with constituent casework and legislative research. Toby holds a Master of Public Policy from Georgetown University and a Bachelor of Arts from the University of Vermont.
